Position OverviewThis management position is responsible for the daily administration and supervision of finance department operations that may include accounting, payroll, accounts payable, billing, collection, budget, investment, debt management or municipal court functions.
This position assists the organization in achieving overall sound financial management by ensuring the accuracy and integrity of financial and budgetary information, and treasury functions of the Finance Department.
Functions, Duties and Responsibilities Essential Functions Include:

Duties and ResponsibilitiesThe individual in this position is expected to engage in the following work-related activities.
Provides oversight of all financial transactions; establishes and maintains City-wide financial management controls and procedures; provides training to and works with staff in all departments to ensure compliance with financial laws, policies, and practices; maintains, monitors and ensures integrity of organization-wide financial records; maintains, researches, analyzes and implements new accounting, budgeting and other financial laws, requirements and practices.
Provides oversight and management of general accounting and reporting functions (including payroll and accounts payable), billing transactions, and collection activities through the supervisors of each area.
Assists supervisors in providing excellent internal and external customer service.
Provides oversight and management of the financial reporting and audit preparation functions, through the Accounting & Financial Reporting Manager.
Responsible for high quality monthly financial, quarterly investment and Annual Comprehensive Financial reports being issued on a timely basis.
Acts as a liaison with external auditors and attends Audit Committee meetings.
Assists in the management of the Municipal Court through the Financial Operations Supervisor, working with that position to manage the work processes, internal accounting controls and reporting mechanisms of the court.
Plans, manages, and directs or performs treasury, investment, and debt management functions.
In coordination with the Finance Director, directs, plans, coordinates, and updates financial plans including bond issues and bond refunding in conjunction with bond counsel and financial advisors.
Ensures annual compliance with bond covenants and continuing disclosure reporting requirements.
Directs or performs special financial reporting and analyses; performs or directs special budgetary analyses.
Plans, organizes, and directs implementation of special projects.
Supervises clerical, professional, and supervisory positions.
Prepares performance evaluations for staff and assists in the preparation of performance evaluations for the review and approval of the Finance Director.
Makes compensation recommendations.
Participates in interviewing, screening, and hiring, as well as disciplinary actions of employees under their supervision.
Researches, reviews, coordinates, and facilitates the design and implementation of automated accounting/financial systems and equipment.
Assists Finance Director with development of financial plans and strategies.
Participates in management workgroups and project teams for financial planning and implementation of financial strategies.
Represents the City on associations, committees, or work groups or with private industry representatives.
Represents the City at the Oregon Government Finance Officers Association and the national Government Finance Officers Association conferences.
Works with consultants on various studies such as developing the System Development Charge methodologies and utility rates.
Serves as a member of the Finance Management Team; participates in development of department wide budget, goals, objectives, policies, and procedures.
May act in the capacity of the Finance Director in their absence.
Complies with safety requirements of the position and actively promotes safe work practices.
In an emergency event or an officially declared State of Emergency will respond as directed to ensure the restoration of essential public services, facilities, and infrastructure.

Education, Experience, Certifications and/or LicensesThe following are the minimum qualifications for this position.

) from a four-year college or university in Finance, Accounting or Business or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
6 to 8 years' experience in a similar position and/or performing similar tasks 4 to 6 years of people management experience.
Current and valid Driver's license per City policies outlined in the Employee Handbook.
Preferred Qualifications Master's degree and Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) certification are desirable Leadership experience within a public agency preferred.
