Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community based settings.

ABOUT THE JOB:
In this position, you will have the opportunity to support our department with core compliance and quality assurance practices.
You will receive state training to become certified as our agency's primary investigator for mental health protective services.
You will be responsible for processing incident reports, abuse allegations, death reviews, and grievances; and determining appropriate follow-up in alignment with state regulations and timeframes.
Our agency will also rely on you to oversee our policies and procedures, ensuring they are up-to-date and consistent.
The work this position holds is not always easy, but is crucial in ensuring we keep a close eye on the quality of our services and the safety and wellbeing of our clients.
Around those core duties, there will be opportunities to work on other quality assurance/quality improvement projects depending on the agency's needs and your skills.
You will have a balance of working independently and being responsible to track and move forward on your open items, while consistently coordinating with staff across our department, and also working alongside other staff on the Compliance & Quality Assurance team.
This position is located in Deschutes County and may be eligible for some remote work as allowed by policy and approved by the supervisor.
Key
Responsibilities:
Designated as the primary Protective Services Investigator for mental health (per OAR 407-045-0120) by conducting investigations into abuse allegations and death reviews, and collaborates with state entities overseeing this work.
Ensure the quality of services and supports clients by monitoring and processing incidents/grievances, as well as compiling reports and analyzing trends.
Serve as the department's Policy and Procedure Administrator, responsible for ensuring compliance with the document approval process, controlling publication of approved documents, and monitoring review time cycles.
What You Will Bring:
Knowledge of or experience with:
Applicable federal, state and local compliance laws and statutes.
Compliance and quality improvement practices in a healthcare or public health setting.
Evidence based practice for behavioral health, public health, and integrated care.
Skill in:
Interpreting and applying County, state and federal statutes, codes, rules, and regulations.
Managing projects, collecting and analyzing data, and making appropriate recommendations.
Establishing and maintaining effective working relationships with co-workers, other County employees, and representatives from other regional and state agencies.

Minimum Qualifications Bachelor's Degree in Healthcare Administration, Public Health, Behavioral Health, Nursing, or a related field; AND three (3) years of work experience in a public health field or mental health program; OR an equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities to perform the essential functions of the job.
Preferred
Qualifications:
Experience conducting investigations.
Formal/technical writing skills.
Experience in a healthcare setting.
Necessary Special Requirements Driving is a requirement for this position.
Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date.
The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE:
Positive test results for marijuana use may result in rescission of a contingent offer of employment).
This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Obtain certification within six (6) months of hire, through Oregon's Office of Training, Investigations, and Safety (OTIS) to be a Community Mental Health Program Investigator for protective services (training will be provided).
