ABOUT THE JOB:
The Veterans' Services Manager is responsible for managing the Deschutes County Veterans' Services (VS) program and staff and assures effective services are provided to US military veterans and dependents.
Key
Responsibilities:
Supervises, trains, and schedules assigned staff; monitors work and evaluates performance; meets regularly with staff to discuss and resolve priorities, assignments, problems, schedules, and client service issues.
Serves as subject matter expert on VS program; provides direction and expertise in case management and veterans' rights issues; manages case files and evaluates and resolves client service issues.
Provides advocacy, assistance, and guidance to US military veterans and dependents in obtaining benefits from the Department of Veterans Affairs, State of Oregon, and Deschutes County.
Prepares, reviews, and manages applications for state and federal veterans' benefits; processes and reviews VS cases, evaluates client needs and eligibility, and assigns cases.
Develops and manages VSO operating budget.
Provides leadership and direction to staff to meet workload demands; assists clients and resolves technical issues.
Develops, coordinates, and presents community outreach programs to assure veterans know about VS assistance programs and coordinates program with regional service providers and support programs.
What You Will Bring:
Knowledge of or experience with:
State regulations and standards governing the administration of veterans' rights, including Title 38 of the Code of Federal Regulations.
Principles and protocols for the management of official documents and military records.
Principles of caseload management, record keeping, case files, and records management.
Local community resources and available community services programs.
Laws and regulations governing the release of information from official records.
Skill in:
Researching, analyzing, and interpreting laws, regulations, and technical and administrative procedures.
Managing and leading staff, and delegating tasks and authority.
Interviewing techniques applicable to veterans' advocacy services.
Reading legal documents and extracting relevant information.
Drafting, preparing, filing, and distributing various types of legal documents.
Dealing tactfully and courteously with people seeking information about VS functions and activities.

Minimum Qualifications Associate's degree in Social Services, Business or Public Administration, or related field; AND three (3) years of veterans' assistance program experience, including managing experience; OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
Must possess or have the ability to obtain certifications from the Oregon Department of Veterans Affairs and Accreditation from the Federal Department of Veterans Affairs within 18 months of hire date.
Out-of-state VSOs or those federally accredited outside of a VA-recognized veterans service organizations, i.
e.
attorneys or individual claim agents must apply for certification from the Oregon Department of Veterans' Affairs, attend required training, and sit for the state exam within six months of hire date.
Preference will be given for:
Current certification from the Oregon Department of Veterans Affairs and Accreditation from the Federal Department of Veterans Affairs.
Necessary Special Requirements Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date.
The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE:
Positive test results for marijuana use may result in rescission of a contingent offer of employment).
This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
